What standards for investigation are now needed? How should mass graves be handled to protect the interests of families and survivors? What new techniques are available to uncover the truth? What do states need to do to fulfil their responsibilities?<\/p>\n\n\n\n<ul><li>Agnes Callamard is an expert in human rights and has conducted human rights investigations worldwide. She led the inquiry into the assassination of Saudi journalist Jamal Khashoggi.<\/li><li>Kathryne Bomberger has led ICMP since 1998, overseeing the commission\u2019s transformation from an ad hoc mechanism to a treaty-based organisation with global reach. ICMP spearheaded efforts that led to the identification of more than 70 percent of the estimated 40,000 people who were missing following the 1990s war in the former Yugoslavia, many of whom were found in mass graves.
